You need Orion to be absolutely fast as possible! Keep in mind these are just general recommendations, you will need to alter your rune and stat builds based on what content you want to use this monster for and what team you are using him with.
STRENGTHS/WEAKNESSES
Strengths:
•The Water Brownie Magician, Orion is a staple monster to cleave team PvP.
•His 3rd skill strips and offers a random debuffs while also boosting your team's ATK bar.
•He has built in VIO runes with his 1st skill.
•His 2nd skill does AoE DEF break.
Weakness:
•His 3rd skill is random making his debuffs not reliable.
•Shield and Will runes are a good counter to his strip.
RANKING
GB12 (0/10): Orion is not recommended here.
DB12 (0/10): His strip is too unreliable to be useful here.
NB12 (0/10): He doesn't have enough multi hits to break through the boss' shield.
ToA (0/10): He lacks CC to be useful here.
Rift of Worlds (0/10): He doesn't have any uses here.
Labyrinth (2/10): He could be used in some niche stages but not really recommended.

Arena (9/10): He is an excellent monster for Arena Defense allowing your team to either go first or cut in. He's a good Lushen counter defense.
Guild Wars (10/10): He is a top tier monster for both offense and defense. Both position allows you to go 1st to either cleave or potential kill the opponents threat monster on Def. He is scary to deal with on a Garo and Susano team.
RTA (8/10): Again, he is great for Cleave team monsters to gain 1st turn. Cleave teams are great to climb the lower ranks as quickly as possible.
